I can't fill up a blu-ray disc

Hi,

I have an issue when burning blu-ray's with Adobe Encore CS 5.5. I'm not able to fully fill up the 25 gb I should have available.

If I try to burn more than about 17 gb, I'm told that there is not enough space on the disc. How can that be?

I hope someone can help?
